there's no direct option to do this from document library settings or designer. The only logical way is through permissions. You need to create a group of users and assign the permissions restricting them from creating new views.

I see where to do that on the site level, is there a way to do it at the Document Library level?  I need to give the group permissions at the Library level that I wouldn't want them to have over the entire site.  When I view permissions at the Library level there is no "Limited Access" option, only read, contribute, etc...

You can create your custom permissions. there are about 25 permissions, there differen combinations makes the default permissions. create your custom permission and map it to your group. then add this group to ur document library.
