1 Solution
1.) Make sure, the browser are using ISA as web proxy
2.) Create an URL set or an Domain-Name set and add there the URLs / Domains you want to block.
3.) Create a deny rule for outgoing traffic,
FROM: your clients (i.e. internal)
TO: Your URL set or Domain name set

4.) Make sure, the rule is before any other rule, which would allow this traffic.

Thanks for Replay

I have far knowledge in ISA 2004 and 2006 but I do not know how to bloke only google map not all of google website like google search , google document

2.) Create an URL set or an Domain-Name set and add there the URLs / Domains you want to block.

what that URLs for Google map and google earth ????

Thanks ,

Google maps is http://maps.google.xx
Google earth is http://earth.google.xx

note that there are language specific top level domains, so you have to block several languages.
