web application

I am developing a web application with Java in order to retrieve data from a mssql database
 I have a problem in the form in the JSP it doesn't recognize the Greek characters i am entering ... In the form I will input 3 characters(the first 3) in Greek and 8 numbers,in total 11.
and secondly I would like to know to restict the number of total characters to be entered in the form  to 11 as well
A field example i will enter in the form is "š¥ 00000034" or "•¤¡00563423"
