Why does the Message Tracking Logs not show the Event ID 1000?

Event ID 1000:  Local delivery       - The sender and the recipient are on the same server.

Looking at the MTLs, I do not see this event being logged even though there are senders/recipients that are sending with each other.

1.  Why isn't it being logged with Event ID 1000?

2.  How/where do I enable this logging?

Thanks!
