Catalyst 2960 and ASA 5510 DHCP

Is the Catalyst 2960 able to act as a DHCP server, or only for DCHP Snooping since it is a L2 switch?

I have the Catalyst trunked to an ASA 5510 Security Plus, which does the inter-VLAN routing. I know I could use this as the DHCP server, but would rather not due to the fact that it cannot do DHCP reservations.

My other option is to use a Windows 2008 DC server; what is my best option here?

No

Given your equipment and requirements, sounds like a server is needed.
