A new Microsoft Server 2003 has been built with no Administrator password - the serve is not on a Domain. A VPN is running in the background and I am cionnecting with the RDP and when I log in to it using the admin account it says that there are restriction etc.. and that I cannot log on with a blnak password etc..Any Suggestions !!!

Yes: set a password. Server 2003 won't allow remote logon with an account without a password.

Think about it - if you allow remote access with no password then anyone can connect !

Sorry guys.....how can we set a password remotely when the server is not on the domain and ther is no physical access to the server as itis in a different continent...............and the server engineer has just built the server and left site. Any Suggestions...!!!

You can't connect in this scenario - get the enginner back and get him to do the job properly !

No RAC in the server, either?
No other user account with a password, maybe a service account?
Since you have a VPN, you could try your luck with psexec (http://technet.microsoft.com/en-us/sysinternals/bb897553.aspx); run
psexec \\remoteservername -u Administrator cmd.exe
If you manage to connect, run
net user Administrator "Password"
to set a password for the administrator account.
