Error related to ResourceBundle in java

We are using ResourceBundle class in our Java code. Frequently we keep getting this error at runtime...
What could be the issue?

When I set struts.devMode=false in struts.xml the error vanished

It looks like you are missing
cacheList="The localized value of cacheList"
in a ressource file.

Now the question is about the key. Is it your key or coming from struts? Is it a tag from struts that yield this error?

cacheList is internal to Struts2 / webwork. What version are you running? I see one i18n related bug report in opensymphony related to automatic bundle reloading. Perhaps it is an issue that has been fixed in a later version than you are running? Are you running 2.1.x less than 2.1.3?

The bug I was referring to is:

It says fix was in 2.1.3. I am running 2.1.6 with no problems.
