Hiw to make link in cfselect

Hi Experts, i have this below select tag, which fetches record using the bind attribute using ajax coldfusion stuff.

<cfselect name="subcat" size="5" class="textfield_select" bindOnLoad="no" id="subcat" bind="cfc:statecity.getsubcat({city@click},{category@none})" display="catName" value="catID"></cfselect>

how can i create a link in this cfselect statement so i can open in a new window, can anyone guide in a proper way

like record is BAR, i click on BAR and it should open the link in new window as page.cfm?rec=bar

is it possible
