CS2 - why is select/feather greyed out?

I have cut and pasted an image onto a plain white canvas, selected the new layer, but select/feather is greyed out and unavailable - where am I going wrong?

You have to have a marquee around what you want to feather. If you have selected the entire layer all of the options but "border" may be greyed out. You need to COMMAND+Click (CTRL+Click on PC) on the layer thumbnail to select just the object you want to feather. Or, if you want to feather a section you can use the marquee tool to select the area you want to apply the feather to.
