Windows XP PRO - windows terminal services

Can i Install windows termincal services (with 3-4 licenses) on a Windows XP machine or it can be installed only on Windows 2000/2003/2005 server ?
I need to be able to run a .net program from my PDA using terminal client through WIFI and i'm positive that is the easiest way to implement it. The problem is that i can not install it on a windows server operating system since is too expensive and all my clients have at least one Windows XP Pro machine. Let me know if you have any other ideas.

Try a free 14 day trial of (maybe on a virtual machine or spare machine), this allows XP to act as a terminal server, the price is very reasonable, otherwise by default as mentioned pro only supports one active session and XP locks out the console when being used remotely.

Pro only supports and is licensed for ONE connection (Remote Desktop) at a time and when that connection is in use, the PC itself cannot be used for anything else.  
there are lots of products that let you use an xp machine as a term server. Legally, you still need to buy ts cals of course. You could run anVMWare ESXi server, then put up 4 xp pro machines (one rdp connection to each of them).
