Remote Assistance Failed to initiate

On one computer, when I try to offer Remote Assistance to a user, intial screen is shown but error message "Logon Message - You do not have access to logon to this session" appears.
I'm a domain administrator and remote access policies are enbled.
I'm able to use Remote Desktop.
In the eventviewer I have nothing except information message "5270 - Remote Assistance : A remote assistance ticket has been created with duration: 0.17hrs for user <Computer name>\<username>".
