Setting up the header navigation user control

I am looking to have several buttons up top of several pages so I plan on using a user control to do this.  This user control will be on top of certain pages so that I don't have to rewrite alot of code, just add the user control.  How would I do this and what is an asp:repeater control?  Please help!  I would like to use CSS to set up my 5 buttons that run across the top of the screen.  Thanks!
