Schannel Event ID 36865
The following system error occurs: 'A fatal error occurred while opening the system DSS cryptographic module. Operations that require SSL or TTL cryptographic protocol will not work correctly. The error code is 0x80090006' This error occurred after installing a Microsoft critical update. The operating system is Windows XP SP3. I have uninstalled the last update and have updated and registered the associated dll's. I have removed IE7 and reinstlled IE6 with the same result. IE^ and IE7 both indicate a Cipher Strenght: 0 bit. I have also ran 'sfc /scannow' but to no avail.
It may not be convenient for other resons, but have you tried a System Restore to a time prior to the critical update install?
Start>All Programs>Accessories>Syste m Tools>System Restore.
If unsuccessful you can 'undo' the System Restore function.
If all else fails you could consider the 'fall back' option and perform a repair install >>

I have tried the windows restore function but windows could not find a valid restore point.
I was hoping to avoid a repair install if at all possible. Are there any other possible corrective measures.

Aware that your problem originated from a MS update, it is still possible for Malware to have triggered an action at this time to disable your System Restore.
Suggest therefore that you thoroughly scan for Malware & viruses, Malwarebytes being a good start.
Recommend downloading, then updating Malwarebytes' Anti-Malware:

When updated, reboot into Safe Mode by selecting F8 at bootup & run a scan.

Could you also confirm whether your Microsoft Update functionality is still working please?

I have run the Malwarebytes, Avast boot scan and torjan remover in normal windows mode and in boot mode. I have also performed the same scans using a PEbuilder boot XP CD. No problems were found. I have also use Regcure to scan the register and it did correct some association errors. I have also used Window Defender to scan the drive. I have also used Dial-a-Fix to repair the WU/WUAU update servies and to register the Explore/IE/OE/shell/WMP files.
I am able to connect to the Update service but after scaning my computer file the following is error is displayed:
"The website has encountered a problem and cannot display the page you are trying to view. Error number: 0x80090305"

Knowing that you're running XP SP3 i'm wondering if your update ActiveX control is the right version ... perhaps a recent XP repair has replaced a more recent version?

I have reviewed all of the MS articles and have followed there recommendations without any change. I have attached section from the WindowsUpdate.log following a Windows Defender request for update perhaps this maybe of some help. IE7 is also reporting a "Cipher Strength: 0".

I have re registered the files with on exception. I can not register the schannel.dll The following message was generated: "schannel.dll was loaded, but the DLLRegsiterServer entry point was nor found. The file was not registered". I tried to register it directly in the system32 directory but had the same result. I booted to safe mode and tried again with the same result. Are there any support files required for it registration? The operating system is XP SP3.

Why i ask ... found your error mentioned in this forum. If you scroll to approx 60% you'll see the reference is made following the list of dll files >>
If you read on, you'll see it proved to be a missing msjava.dll.

I ran to reg.bat program and found the dssenh.dll and msjava.dll where missing. I downloaded the two DLL's and registered them and IE7 is functioning correctly. I want to thank you for all of your in resolving this issue.
