windows sbs 2003 wont login locally but will through remote desktop

i have a server with windows sbs 2003. i cant login in to the computer becasue i get the error message "local policy cannot login interactivly" but when i connect through vpn and remote desktop i lets me login with out any problems. i have had this problem before but backwards. i could connect locally but not through the vpn.

If the default policies are in place only an administrator can log in to the console. Other approved users can log in remotely using an RDP session, but not from the console.
If you want to change this you need to add the user or a group to which they belong to the Domain Controller Security Policy item:
Computer configuration | Windows settings | Security settings | Local Policies | User rights assignment | Allow log on locally
