If it's asking you to activate, choose no, reboot in safe mode.
Start, run, regedit
go to reg key:

HKLM\Software\Microsoft\Windows NT\Current Version\WPAEvents
doubleclick OOBETimer  and change first couple bytes to something else, FF thru 09

Reboot normal mode, activate normally, online or phone.

Still doesn't work?

In command prompt type in:
slmgr.vbs -ipk  (your full vista product here without parenthesis)

Then to activate type:

slmgr.vbs -ato

Did you obtain a authentic vista cd with a valid license? If so, microsft should be able to help you free of charge.

Take a look here:

It should help you steer in the right directions.

If a person downloads a vista cd from the web and it came with 'activation' tools to bypass or blacklisted keys, etc..It's more harm than any good, vista keeps releasing tiny updates to check for those bypass tools that make your system go haywire. These cds will not be supported by MS.

Personally this whole activation thing  is bs, but we must do it. If you look at that link, you'll see the countless stories of people having issues with activation.

You can also try to restart the licensing service, go to command line type
net stop slsvc

net start slsvc
