Terminal Server locked down profile - with Citrix running

We have a terminal server/Citrix server which is providing apps for our office.  We have a couple users that are constantly traveling and would rather have a desktop session from Citrix.  We'd like to create a single profile that is "Locked Down" with no "Start" access and static wallpaper/etc, then assign it to users who will be using the desktop rather than hosted apps.

What is the best way to do this?  

Windows 2003 Ent Server and Citrix Pres/Access Essentials 2.5.

create the policy, create a security group for these traveling users, apply the GPO only to them, deny it to your admins and you are good to go.
