How to stop people from disabling UAC?

Many of the users in our environment have been disabling UAC on their Vista machines (they do have admin rights on their PCs)

I want to stop allowing them to have that there a way to do this via AD?

Use gpmc.msc at AD joined Vista machine then navigate and browse to Computer Configuration -> Windows Settings -> Security Settings -> Local Policies -> Security Options. In the right details pane, locate the User Access Control policies.
These policies determines UAC behavior on the PC.
Make sure "User Account Control: Run all administrators in Admin Approval Mode" enabled. This is what gets disabled from manually accessing Control Panel.
