Is the default 5 user license with SBS 2003 per user or per device?

I have a legit cd for Windows 2003 small business server 2003 premium. It has a 5 user cal but doesn't say whether it is per user or per device. I am wondering how I can determine what it is?

Do you have to do anything special in license manager or it just automatically knows to allocate?

The first five are "neutral", as far as I know, they're just what you make them on the CAL sheet.
Just take care to order the proper type when you buy additional CALs.
