unable to start HP System Management Homepage

Hi there,
When I try and start HP System Management Homepage. IE comes up with a Internet Explorer cannot display the webpage.
HP Insight Management Agent Ver 8
HP System Management Homepage ver 2.1.11

I have tried the following
I check hosts file and 127.0.0.1 localhost  
I have tried https://localhost:2381
restarted the services
disable the proxy services in IE

But the HP ARRAY DIAGNOSTIC UTILILTY works fine.

It has worked in the past.

Have you tried domain\username when authenticating?

it does not even let me log into it. as soon as i click on the web site it reports the Internet page can not be displayed like as if it is not there

I found this and maybe it will work a little better because is does not involve changing permissions.

HP SMH 2.1.6 release for Windows and Linux
² The HP SMH interface times out too quickly or not as quickly as required.
HP SMH 2.1.5 and later provides a way for users to configure the GUI timeout.
To modify this setting:
1. As a precautionary measure, copy the existing smhpd.xml file into a different directory.
2. Manually add the tag:
a. Open the smhpd.xml in the \hp\hpsmh\conf directory on the boot drive with a text editor.
b. Add the following line between the <system-management-homepage> and
</system-management-homepage> tags:
<ui-timeout>any value between 10 and 3600 </ui-timeout>
c. Save the file.
3. Restart the HP SMH service.
Just had a case with HP on this. If you are trying to load the latest homepage to mitigate the Heartbleed issue, the latest release will not work on a 32 bit Windows 2003 server.  We run updates from a local repository that downloads the latest version. When I installed cp023341 on our Windows 2003 server, the page would no longer load. HP Support told me that the latest version (which does correct for Heartbleed) on Windows 2003 32 bit is cp023242. Once this version was installed, the page loaded fine. For server Windows 2008 64 bit, cp023341 should work. You should be able to search the HP Support site for these downloads.
