I understand I would create usernames, and passwords for the remote users.  Is there a way to have it so it prompts the user to change the password upon connecting?  Or is assigning the passwords the only way?

If you configure users to authenticate to active directory using RADIUS, then your active directory password policy will apply if you radius authentication to your vpn tunnel groups. The local user database in the asa uses a fixed password.
