I TRY TO MAKE CHANGES TO PASSWORDS, BACKUP ON ESATA BUT MISSING 'ENVIRONMENT '.VARIABLES. THANKS FOR THE RESONSE BUT READY TO TO TO BES. ITS 11PM AND I'M TIRED. GOT TO GO TO WORK  WAKING UP AT 5AM. THIS IS LOS ANGELES, CALIFORNIA, USA TIME.

yeah that whould be nice.. are you like missing the services.msc ?

you can try running system file checks with programs like this : http://www.updatexp.com/scannow-sfc.html

to check for errors in services.msc or if it is missing
