performance appraisal

Can anyone suggest a free open source employee performance appraisal package usable to appraise about 1000 people?

Has to be free, can be either windows or linux based. Doesn't have to be a full HR suite, just need the appraisal component.

there's no usable files/package in the project but it sounds like something that may be useful someday. Unfortunately Sourceforge has a lot of empty projects
