This previous EE question should answer your problem:
http://www.experts-exchange.com/OS/Microsoft_Operating_Systems/Server/SBS_Small_Business_Server/Q_24488188.html
However, your question is about Server 2003 and the zone is SBS Small Business Server.  Are you SBS or Server 2003?

SBS is different to Server 2003 and on 2003 you only have to tell the Licensing program that you have purchased the licenses to make it happy.  As long as you have the paper copies, you are legal.
Your server will have (should have) the Microsoft sticker on it with the 1st 5 CAL's code on it, so that covers you for those.  The rest are on paper and just click on Start, Programs, Administrative Tools, Licensing.
Click on License, then New License and add the number of paper licenses you have.
Bingo - server is licensed.
