List of Lists in Spring XML

I'm trying to use spring xml to create a list of lists. What is the proper syntax for this?

Java: 
List<List<String>> alternatePrimaryKeys;
public List<List<String>> getAlternatePrimaryKeys() {
  return this.alternatePrimaryKeys;
}
 
public void setAlternatePrimaryKeys(List<List<String>> alternatePrimaryKeys) {
  this.alternatePrimaryKeys = alternatePrimaryKeys;
}
 
Non-Working Spring XML:
<property name="alternatePrimaryKeys">
  <list>				
    <list>
      <value>componentName</value>
      <value>propertyName</value>
    </list>			
  </list>
</property>

The code snippet for the xml is fine. My test framework wasn't properly configured.
