Would this server suffice for a small business?

I would like to run the following on the server below. Which server version is recommended?
The server would run:
1.) Exchange 2007
2.) Multiple VPN clients
3.) Outlook web access.
4.) Domain controller

How many client workstations?  If under 50 I'd use SBS2008, otherwise go with 2008 Standard and add Exchange 2007 on top of that

There will be under20 users for this.

Would I be able to install Exchange 2007 on top of SBS2008 and run it with no issues?

Exchange 2007 comes as part of SBS2008, there won't be any need to install it on top, as it will already be installed - so there won't be any issues.
