What is the best and easiest way to export or copy  Outlook 2007 contacts and import into another user's Outlook contact list on another computer using e-mail?

You could always share the other persons contact folder and then drag and drop contacts from one users contact list to the other.

Used the Import/Export command found under the file menu.  When it comes up, select Export to a file, then select personal folder file, then select the Contacts folder, name it and save it somewhere where you can find it on the other computer.

On the other computer, select the Import and Export option, and then select Import from another program or file, then select personal folder file, and point it to where you saved it previously.
