Rewrite rule for 301 redirect

How can I add a rewriterule 301 redirect for this?
Old: www.domain.com/html/faq.html
New: http://domain.com/sell-jewlery-faqs.asp

That was the link they provided me, and it does work.
There is an httpaccess file on the web site and their are asp files, but isnt the httpacess file for apache server?

If this is on IIS, then any changes would not work, correct?

This was already in the file
RewriteRule (.*) http://www. domain.com/$1 [R=301,L]

Should this redirect everthing so it has the www ?
