Customize under the TOOL icon is grayed out in Office 2003 (Outlook)

Sounds like you may have either a GPO or custom installation where this is option has been set to grayed out. Are there other users or computers that have this setting grayed out as well? Is this computer part of a domain? Do you have access to the Group Policy console?

I restored the data from another computer using a software program named BackRex - the other compter doesn't have it grayed out -

I just looked and there is a GPO option for "All folders and items: Tools | Customize" which will disable this option in the UI.

You should see an entry in the registry at this key set to ToolsCustomize
Software\Policies\Microsoft\Office\11.0\Outlook\DisabledCmdBarItemsCheckBoxes
