Microsoft Office Compatibility pack - not working for user

A user complained that on their XP system with Office 2003 they could not open a Word 2007 document.

Easy I thought, just install the compatiablity pack

They said they had tried and on doing so myself installation seemed to go fine (as did repair when I done that). However, trying to open a .dotx file displays "FILE CONVERSION" dialogue box witha preiew of random characters.

Whichever encoding I choose I cannot open the document.

Where do I start with this problem?

OK. So in this case the file just could not be opened as it was a template file and not atually just a plain Word 2007 file. Easier to send to someone with Office 2007 to print rather then try and convert. Thanks.
