How to set the Precedence:bulk header on Exchange 2003?

A user is getting tons of returned emails and OOF messages when sending to a mailing list.  How can I prevent this?

Stop sending the emails?

Out of the Office messages mean what they say.
The other returns mean the list is probably inaccurate.

User was sending to wrong address.
