ASP / Window Based Open File Management Software

I have a client who has 80GB files inside of his computer, and now he want to put into window server 2003 as file server, and use web-based asp/window based OMS to manage the files by home office and branches.

We want to make the Open File Management Software inside of his new window server 2003.
Any suggestions for the software? We do not want sharedpoint it costs too much

Subversion is a good tool for revisioning of files.
There is also a Web interface for it to manage the files and you can install clients like tortoise SVN to grab and commit the files.
