Can a 32bit installer & Windows service work on a 64bit OS?

If I have an installer for a 32bit Windows service, will it install and work on Windows Server 2008 64bit?  Are there any problems/limitations with using this software on a 2008 server?

Usually programs will install in compatibility mode, just like 16bit programs from win95 usually work in XP machines (32bit).

It will depend on the program's design, but since it is a windows service it will most likely fail to install. If it is successful it will simply be unable to take advantage of the extra memory mapping 64bit hardware makes available.
