Do you mean "on top of each opened window" or the panel on top of Gnome?

open a terminal and type

gnome-oanel

then report here any error it may display.

it said it was not install then I try to install it and what see above is what I got

Your system is messed up!

Try typing:

sudo apt-get -f install
