how do you resolve VS 2008 error "Could not load file or assembly 'System.EnterpriseServices, Version=, ?

Here is the error message ( get this error for both VS 2005 and VS2008 newly installed)
"Could not load file or assembly 'System.EnterpriseServices, Version=, Culture=neutral, PublicKeyToken=b03f5f7f11d50a3a' or one of its dependencies. Systemet could not find the file."  Perviously I was advised to lookin web config for reference to 'System.EnterpriseServices which I did not find?  Tried http://forums.asp.net/p/956018/1559694.aspx but get message 'System.EnterpriseServices  The system is not ready" when I try to move this file assembly directory?

Do you experience this problem whenever you open VS, or only when you open a specific solution?

Right after VS 2008 program was installed I created a simple "hello world" webform page and the error appeared and I stopped there.  yes when I bring on the "hello world" webform default page in source (HTML) view the erorr appears right away in error list below.
If your web site resides below a parent virtual folder, you should check the parent's  web.config file too. Check also your machine.config file, because  this file affects all web sites in the machine.
Question has a verified solution.
