USB Stick driver installation

Background: we have testet a new GPO which should disable USB Sticks on some pcs
We made a new GPO (Security settings/File System) and give the System full deny to usbstor.inf and usbstor.pnf
meanwhile we change it back! but there are some problems left:

We have some troubles with our usb sticks, normaly a new usb stick should be installed without any problems, but since we have tested the new gpo, one group of pcs has problems with the usb sticks. (Background: our users are not allowed to install drivers, but normaly a USB Stick use the System account for installation?! and Flash drives are supposed to be plug-n-play!)
But now the usb sticks want a installation like when you install a new hardware
and the users are not allowed to install anything

and the real problem even if we install the usbstick as administrator windows didn't find any driver! (necessary Software can't be found)

doublecheck the rights on usbstor.inf and usbstor.pnf;

If you have removed all rights you cannot just put them back, you'll first have to take ownership of the files.

Further, make sure your users have rights to load device drivers

GPedit - Computer configuration - Windows settings - Security settings - Local policies - User rights assignment - Load and Unload device drivers should be granted to users.

We found out that the 2 files are corrupt (after changing their securitysettings with the gpo)
Now we change the registry keys
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\StorageDevicePolicies
and it works for us
