Domain User cannot login to Term Server

I have a DC with 2003 R2 and a Member Server 2003 R2 running Term. Services with 5 User License.  I have 4 users logging in with no problems.  The 5th user tries to log in and gets the message "To Log on to this Remote Computer you must be granted the allow log on through Terminal Services Right by Default, etc". The 4 other users are in "Domain Users Grroup" and they log in OK. I add the user to Remote User Group and still cannot login.  What am I missing?  I did move the Term Server into its OU after the 4 Users have been logging in for awhile, would this make a difference?  How can I get this 5th user to log in with no issues? The 4 users are in there own OU and the 5th user is in a different OU. This is in a medical area.

Check in Active Diretory that the users haven't been denied the permission to log on to Terminal server (Tick box at the bottom of the Terminal Services Profile tab).

Also, have you added the users to the Terminal servers local remote users group?
