I need to create an active sync policy that just uses a standard CAL.  How do I go about this?  Can I do it through EMC?  Or do I need to use the Shell.  Any help is appreciated.

Just use EMC. You don't have to use the Shell.

Then do I just leave all of the options on the advanced tab alone and I will be in compliance for a standard CAL?

It really hard to say. I suspect that most people simply set the options anyway, whether they have the additional CAL or not. It isn't enforced in any way. I couldn't understand why it was split in the way it was, as CALs are done on an honour basis.
