how to set or find file size limits to send and receive per user or global

i have a user that is having trouble sending out a 13MB file. when i go to the propeties of the email, i see, undeliverable and "Message exceeds maxiumum allowed size".

where can i find this in colsole one the file size limited that can be sent and received.
