cannot delete " " Folder is full.

I am trying to rename or delete empty contact folders and I get this message.

Right-click on the empty folder and select Clear Offline Items. Accept the prompt to synchronize items. Now right-click on the folder and select Delete.

When I right-click on the folder, "Clear Offlin Items" is not an option.
