3D blob, glob, spatter effect in GIMP 2.6.6 ??

I want to make a 3-D "liquid" blob or spatter effect using GIMP 2.6.6.  Version number matters, since previous versions work differently.  Also, is there a more recent version of GIMP I am not aware of?

See this similar question for details.  It is basically the same question, just not directed specifically at GIMP.  Now I am focusing on GIMP.

My other question will be...  can Adobe Photoshop ELEMENTS do this kind of thing?

I'm a Photoshop guy rather than a Gimp guy, but you may be able to achieve the effect you're looking for through a combination of filters like 'emboss' or 'cool metal':

There's a lack of good Gimp tutorials.

Photoshop Elements seems to include a Chrome filter that may do the job.
