The FOOTER of this site will not print.  How can I fix this

when printed will not print the footer.

How can I rectify this?

It is not showing because it is a background image.  If you want it to appear then don't make it the background on an element but put the image in using the img tag, like you have for the menu items on the left.

Most likely the CSS Style Sheet has used background images here.  This is why the page does not look proper to print. The way to fix this is change the css style sheet to include a solid color background.  Then where the table/div box/ or whatever your using to display the info insert the <img src=""></img>.  Then it will display to print.

What does it mean to be "Always On"?

I notice you are new here.  In the future please make sure you give credit when you build on what another expert provides.  If you are saying the same thing then it is best to not post.  Our posts were close so the duplication may have been unintentional but making sure you read ALL expert posts before commenting will help to avoid something like what happened here.  In cases where they are so close that you can't avoid the accidental duplication then I have found, when I am second, it best to post a comment after the fact to acknowledge the duplication.  Let me know if you have a question about this.  In this case I won't make a deal of the split and I hope you enjoy EE.  Welcome and thanks for helping!

Sorry about this, I didn't mean to take away from you, I was just trying to further explain to him how to fix the problem.  If there is a way to fix the split you can take all the credit.  Sorry for the mix up.

By the way, and I will make this comment just as a fellow expert, when you are adding to what another expert provided to explain further it can really be to your advantage to give a quick credit to the other expert.  Then you emphasize the part you wish to elaborate or explain more.  I have found that helps to clarify my contribution.  Sometimes I will even say I don't need points for it when I feel it is a minor detail.  In the end it can be up to the expert but I have found it helps when I am clear about what I am adding.  It may have just been how I read your comment but the extra explanation wasn't clear to me when I first read it.
Again please don't take this as a rebuke here.  I am satisfied with how it ended.  This is all just for future info and hopefully you will find it useful and helpful.
