I have a  Sql reporting service that create a chart on report server, there is a build-in functional  on SSRS that export to excel, but what i'm going to do is, to let user able edit the chart after it has already converted in excel. Would it possible?  The current method of SSRS is convert the chart to picture format. User no longer able to edit the figure.. Thanks in advance

I am afraid you will get image only and that will not be editable.

Unfortunately Ritesh is correct.  You would have to go to 3rd party tools like Office Writer to generate a working graph in Excel but even those are not easy or straight forward.  We have been researching tools for a bit to do some things like this without much success.  We have some users that have thier graphs and pivot tables set up in their spread sheet, then just run a report to get the current data exported to Excel and then copy the data into thier preset spread sheet.  Not the prettiest setup but it gets the job done with what we have to work with for now.
