Call to undefined function bindtextdomain()

i am getting this on one of the php pages
Fatal error: Call to undefined function bindtextdomain() in /var/www/vhosts/domain.com/httpdocs/lib/util.php on line 57

i tried to install php-gettext, but i get error on

apt-get install php-gettext

The following packages have unmet dependencies:
  php-gettext: Depends: php4 (>= 4.2.0) but it is not going to be installed or
                        php5 but it is not going to be installed

php4 4.3.10-18 is already installed on the server and also php5 5.2.0-0.dotdeb.3

the server also has plesk installed.

Why is apt giving this error?

Do you have more than one install of PHP and maybe when you run it, it is seeing the older version?

Are you sure you sent both parameters to the function?

string bindtextdomain ( string $domain , string $directory )
