WebKit and Safari 4.x

Does WebKit work with Safari 4.x?  I have the nightly build and Safari 4.x installed and the debug menu is working but the Inspector window and the contextual menu for the inspector windows are not visible.  I remember using this feature once before but I can't remember if it was on Windows or OS X.

How can I use the inspector with Safari 4.x and WebKit?
