When Firestarter is installed from a package, the firewall is running as a service. You can query the status of the service by executing /etc/init.d/firestarter status. And because firestarter rely on iptables (Or in another way, it's only GUI that translate your command to iptables scripts), so you do not need to do nothing with iptables service. But also you can disable your firewall first for fresh firewall deployment.
