Does the IGMP general query interval ever change dynamically or should it always submit a query message at the predefined interval?

It should always use the predefined interval, by default it is 125 seconds. You may see them more often when a new querier comes online; at startup it queries at a rate of 1/4 the standard query interval.

See section 8 of RFC 3376 for a full list of IGMP counters and timers. http://tools.ietf.org/html/rfc3376
