arabic alphabet

hello...

i am sometimes using arabic alphabet on my website,,, the characters are not shown in the right way on E-Explore only, i have managed to correct them on firefox, but they appeare as funny shaapes in E-Explore. can anyone please let me know if there is different meta code for E-Explore.

please find the included code that i have used.

it has made no change, even when i use it the page by firefox turn bad too... :-(
