Blocking Primosearch PPC Garbage Traffic?

We are getting a bunch of 'garbage' traffic from www.primosearch.com. It looks to be garbage traffic, just an arbitrage scheme filtering junk traffic to us.

The problem, however, is blocking them. They mask their URLs with long sub-domains such as:
5622.1019.primosearch.com, and everytime we add them into our blocked sites in our PPC accounts, they are using new sub domains to leach our budget.

Anyone know of any other way to stop them? If i redirect their site in IIS so they are given a 404 or 5XX error, will google still charge us for the clicks?

Can't you just block primosearch.com or *.primosearch.com
