Is it possible to create stand alone DLL's in Visual Web Developer 2008 Express Edition?

Such that multiple web applications could access a central DLL and that DLL would function in a web environment?

I know that I can add a "Class" file to an existing web application -- but if I want to reuse that Class I have to copy the Class.cs file into the new web app.

No, you can not coz Web Dev Express 2008 is so limited with the type of website developments only.

If you want to develop that Assembly, then you can referer to VS 2008 Trail License for 90 Days

Or

You can use SharpDevelop IDE
