DFSR Not working on WIndows Server 2008

DFSR fails with the following errors  491, 12290(warning). (details at listed at the bottom) in the application log. DFS Replication is not working

Things I have already tried:
1. Resetting permissions on the System Voulme Information
2. Running chkdsk againg the volume
3. Disableing Shadow Copies
4.  Tried deleting th folders w/ no sucess.

Also there is plenty of free space

I decided to move the share in need of DFSR to another server and it workd fine
